Реализация сирийской программы де-факто угрожала существованию Израиля, поскольку предполагала отвод 60 % вод реки Иордан и, как следствие, резкое падение уровня воды в озере Кинерет. В этих условиях Израиль принял решение любой ценой предотвратить осуществление этой программы.
